The District of Colombia has a graduated driver's program called GRAD, for Gradual Rearing of Adult Drivers. This program is for individuals 16-21 years of age, and is designed to ensure that young adults can safely operate a motor vehicle and abide by road rules before being granted full driving privileges. You can apply for a learner's permit or instruction permit in Washington, D.C., at age 16.

Commercial Driver's License

In Washington, D.C., you must be 21 years of age to apply for a commercial driver's license permit. Unlike most states, which allow individuals 18-21 years of age to conduct intrastate commerce, DC has no intrastate highways. As such, you must be 21 and have a valid, non-commercial license in order to obtain your CDL instruction permit.

To obtain your CDL permit, you will have to take and successfully pass a 50-question general knowledge test on commercial vehicle operation. Additionally, you will have to take separate knowledge tests for any endorsements you may be seeking, such as air brake or passenger endorsements.
