The State of Minnesota, like nearly every state in the country, has a graduated driver license program. The first stage in this process is the issuing of an instruction permit. If you are a minor, you can apply for an instruction permit when you are at least 15 years of age. Before you can receive your instruction permit, however, you will have to complete at least 30 hours of classroom instruction and show proof of enrollment in a behind-the-wheel training program.
